The U.S. Army Contracting Command-Orlando is seeking contractor support for Foreign Affairs Counter Threat Equivalency (FACT-E) Training Services to prepare military, DoD civilians, and contractors for Security Assistance Team missions worldwide. - Government Buyer: - U.S. Army Contracting Command (ACC-Orlando), Army Materiel Command (AMC), Security Assistance Training Management Organization (SATMO) - Contracting office at 12211 Science Dr, Orlando, FL 32826-3224 - Primary Products and Services Requested: - FACT-E/FACT training courses (three-day iterations, up to 14 per year, 70 maximum over five years) - Training for 8–30 students per course, including tactical medical, weapons familiarization, vehicle dynamics, fire as a weapon, and culminating exercises - All personnel, instructors, facilities, equipment, supplies, transportation, and supervision required - Specific equipment: 9MM pistols (Glock 17 or P320 M18 preferred), AK47 rifles, M4 rifles, ammunition, magazines, holsters, medical kits, non-lethal firearms, vehicles, fire extinguishers, and training targets - Notable Requirements: - Training facilities must be within 50 miles of Fort Bragg, NC - Courses must accommodate diverse personnel backgrounds and deployment to unstable or culturally diverse environments - Rigorous quality control and government surveillance required - All safety regulations must be met for facilities and equipment - OEMs and Vendors: - No specific OEMs or vendors are mandated, but Glock and SIG Sauer (P320 M18) are preferred for pistols - Contract Structure: - Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with Firm-Fixed Price line items - Five-year ordering period (base year plus four option years) - Minimum of 3 and maximum of 70 course iterations over contract period - Locations: - Primary place of performance: Fort Bragg (now Fort Liberty), NC - Contracting office: Orlando, FL

FOREIGN AFFAIRS COUNTER THREAT EQUIVELANCY (FACT-E) Training Services

The United States (USA) SATMO conducts a monthly FACT-E course to prepare military, Department of Defense (DoD) civilians and contracted personnel for Security Assistance Team (SAT) missions world-wide.  The focus of the training is on Ant-Terrorism/Force Protection and Survival, Evasion, Resistance, and Escape tactics, techniquest, and procedures (TTP).  The current global threat situation requires effective pre-mission training to ensure deployed perosnnel are fully prepared to protect themselves and function in their Outside-the-Continental-United States (OCONUS) environment,.  USA SATMO addresses the diverse educational, geographic and cultural background requirments through FACT_E training.  FACT-E training provides personnel the ability to live and work in any country in the world, including those with unstable governments or infrastrucures, or both, and to integrat safely into a culturally diverse environment.  

All personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items non-personal services necessary to perform Foreign Affairs Counter Threat Equivalency (FACT-E) training.  

The FACT-E procurement will be executed as a full and open competition.  The solicitation will result in the award of a Single Indefinite-Delivery/Indefinite-Quantity contract from which individual task orders will be executed, comprised of Firm-Fixed Price contract line-ite numbers followin FAR 16.505 (Ordering) procedurs, in accordance with the requirements described on the Performance Work Statement.
