The Military Sealift Command (MSC), under the Department of the Navy, is seeking information from industry regarding the availability and pricing of a Jones Act qualified U.S. Flag Vessel of Opportunity (VOO) to support the Seabased Petroleum Distribution System (SPDS) in coastal waters. - Government Buyer: - U.S. Navy, Military Sealift Command, Service Support Ships Program (PM4) - Vessel Requirements: - Must be Jones Act qualified and U.S. flagged - Capable of installing, deploying, and supporting the SPDS - Dynamic positioning capability - Fuel transfer system (minimum 184,000 gallons JP-8, pumping >300 GPM) - Crane with 18,000 lbs Safe Working Load (SWL) - Open deck space between 5,400 and 14,200 square feet - Support craft, compressed air, towing capability, and secured communications - Accommodation for 15 military personnel - Capable of transporting, operating, and maintaining government-furnished SPDS equipment (including a 200 ft x 45 ft barge and deck equipment) - Compliance with USCG and Navy requirements - Period of Performance: - 12-month base period with three additional 12-month option periods - Locations: - Vessel to operate in INDOPAC areas, hubbed in Saipan/Guam - Delivery port is San Diego, CA - No specific OEMs or vendors are named in the notice - The main requirement is the vessel's capability to support SPDS operations and meet all technical specifications

MSC requests information about the price and availablity of one (1) Jones Act qualified U.S. Flag Vessel of Opportunity (VOO) for one (1) 12-month base period with three (3) twelve-month option periods.  The vessel must be capable of installing the Seabased Petroleum Distribution System (SPDS) and deploying the SPDS in coastal waters.
