Delineated Area: North: Cathedral Oaks Road starting at Hollister Ave (Goleta) extending along Highway 192 to San Ysidro Road (Montecito) East: San Ysidro Road starting at Highway 192 extending along Eucalyptus Lane to Pacific Coast (Montecito) South: The Pacific coast shoreline at Eucalyptus Lane to Pacific coast shoreline at Santa Barbara Shores Drive (Goleta) West: In Goleta, from Cathedral Oaks Road and Hollister Avenue to Santa Barbara Shores Drive, extending along Santa Barbara Shores Drive to the Pacific coast.

Summary of Requirement & Phased Delivery:

The Government intends to award a lease for space to accommodate a multi-phase build-out. Building qualification is contingent upon a successful suitability test fit analysis performed by the U.S. Courts.

Lease Award & Phase I Build-out: Following lease award, the Lessor shall complete (or facilitate) the build-out of a courtroom, and essential office areas if applicable. With the exception of the courtroom, existing office areas and other tenant improvements (TI) may be considered for reuse in lieu of a new build-out. The costs for this shall be paid via amortization of a TI allowance. • Baseline Facility Level III Security Requirements necessary for initial occupancy.

Occupancy (Phase I): The Government will take physical occupancy of the space and commence rent payments upon the substantial completion and acceptance of the Phase I SOW. Phase II (Post-Occupancy): The remaining Tenant Improvements (TIs) for office and secondary spaces will be completed as an occupied renovation project within three (3) years of the initial occupancy date. The costs for this work shall be paid via lump sum. In addition: • The balance of facility Level III Security Requirements, including securing the three reserved parking shall be completed. • One secured private elevator from secured parking spaces to the Government’s space shall be installed and operational.  

Additional Requirements: • Parking: Must be on-site, reserved, secured, and discreet with a restricted-access path to the primary workspace. • Additional parking per local code for employee and public use (provide the parking count as part of the submission). • 30’ minimum column spacing. • Nine-foot finish ceiling heights (min 9’-6” to 10’-0” in limited location). • Courtroom shall not be located at street or below grade levels.

Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as “100-year” floodplain).
