The City of Vallejo Economic Development Department is seeking qualified environmental consultants to support brownfield redevelopment efforts on Mare Island and the Downtown Waterfront. - Government Buyer: - City of Vallejo Economic Development Department - Office located at 555 Santa Clara Street, Vallejo, CA - Scope of Work: - Environmental assessment and reuse planning for 8 brownfield sites - Services include: - Cooperative agreement oversight - Community involvement and engagement activities - Site identification and inventory (GIS-enabled) - Phase I (up to 11) and Phase II (up to 5) Environmental Site Assessments (ESAs) - Regulated Building Material (RBM) surveys (up to 7) - Cleanup planning: Analysis of Brownfield Cleanup Alternatives (ABCAs, up to 4) and Remedial Action Workplans (RAWs, up to 4) - Development of area-wide and site-specific reuse plans - Community outreach and public engagement are required throughout the project - Notable Requirements: - Maximum billing rates capped at 120% of Federal Civil Service GS-15, step 10 salary per project location - Encouragement of participation from small, minority-owned, and women-owned businesses - Funded by a U.S. EPA Brownfield Community-Wide Assessment Grant (up to $500,000) - Prospective Vendors (Consultants): - A-Tech Consulting, Inc. - Acelerar Technologies - AECOM Technical Services, Inc. - All Environmental, Inc. - Allied Solutions - Apex Companies, LLC - APEX Environmental & Water Resources - Applied EarthWorks, Inc. - ARUP Laboratories - Place of Performance: - Mare Island Naval Shipyard (former military base) - Downtown Waterfront District, Vallejo, CA - City of Vallejo offices (for coordination and reporting) - Period of Performance: - Four-year contract, with possible extensions based on EPA grant funding - Project milestones and deliverables scheduled quarterly from FY 2026 through FY 2029
Description
The City of Vallejo is seeking proposals from qualified environmental consultants to conduct environmental assessment and reuse planning for brownfield sites in two key areas: Mare Island and Downtown Waterfront. The work includes inventorying, characterizing, and assessing brownfield sites, cleanup planning, and community involvement activities to stimulate redevelopment and adaptive reuse of historic buildings. The contract duration is four years with possible extensions based on grant funding. Proposals must be submitted by March 30, 2026.
