Pre Solicitation Notice Notice of Intent to Award a Sole Source Contract This is not a solicitation. The Department of Veterans Affairs (VA) intends to negotiate a sole source, firm fixed price purchase order for a one year period with: University of South Florida 4202 E Fowler Ave Tampa, FL 33620

The purpose of this requirement is to obtain specialized research support for the VA Ann Arbor Health Care System Research Department. The University of South Florida will provide analysis of plasma samples for eicosanoid quantification, including prostaglandins, leukotrienes, and specialized pro resolving mediators (resolvins, protectins, and maresins). Services will also include: Comprehensive lipidomic data reports with eicosanoid and SPM quantification, pathway analysis and interpretive summaries. Expertise in data interpretation and integration of lipidomic findings with clinical and mechanistic outcomes. Contributions to manuscripts, grant progress reports, and presentations requiring lipidomic expertise and data integration. The University of South Florida is uniquely positioned to meet these needs due to its established collaboration with the Ann Arbor VA and its specialized expertise in lipidomic analysis. Awarding this requirement to another vendor would result in substantial duplication of cost and unacceptable delays to critical VA research efforts. Due to the fact that the University of South Florida has the unique specialize expertise in the current on-going research studies and the advanced lipidomic analysis, the University of South Florida is the only center capable of this high-level lipidomic analysis. Since the intent is to procure this requirement on a sole source basis, no solicitation will be posted on SAM.gov Contract Opportunities. The applicable NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences, except Nanotechnology and Biotechnology), with a 1,000 employee size standard.
