The Defense Human Resources Activity (DHRA), under the Department of Defense, is seeking vendors to tailor, expand, and validate the Connect Program for Suicide Prevention for the Department of War and all Military Services. - Government Buyer: - Defense Human Resources Activity (DHRA), Acquisition Management Directorate - Defense Suicide Prevention Office (DSPO) - OEMs and Vendors: - Safeside Prevention LLC (identified as the sole-source sublicensee for the Connect Program) - Products/Services Requested: - Tailoring, updating, expanding, and validating the Connect Program for Suicide Prevention - Includes interactive group training, text messaging, and base-wide activities - Pilot implementation targeting 400-600 Department of War personnel - Program management support, including project planning, RACI analysis, and monthly status reports - Development of a sustainable evaluation plan with metrics and analytic methodology - Delivery of validation and evaluation reports with findings and recommendations - Compliance with Section 508, cybersecurity, and personnel security requirements - Unique or Notable Requirements: - Contractor must provide personnel, management, and materials for program delivery and evaluation - High-quality implementation and iterative refinement based on pilot results - Deliverables include project charters, plans, environmental scans, and post-award conference participation - Performance at both contractor facilities and various military installations - If no other vendors are identified, a sole-source, firm fixed price contract may be awarded to Safeside Prevention LLC

The Sources Sought Notice is issued for Market Research purposes to see if there are potential vendors who can tailor, expand, and validate the existing Connect Program for Suicide Prevention to the Department of War (DoW) and all Military Services (Army, Navy, Marine Corps, Air Force, Space Force, National Guard Bureau, and Coast Guard). The Contractor shall validate the implementation of the Connect Program and provide a report that includes evaluation findings and recommendations for sustained program implementation and evaluation in accordance with the PWS, see attached.

Additionally, this posting includes a Notice of Intent.  If the Sources Sought Notice does not identify other vendors who can perform the PWS requirements, then the Government intends to negotiate and award a sole-source, firm fixed price contract for the Connect Program for Suicide Prevention.  Safeside Prevention LLC is identified as a sublicensee for the Connect Program.
