The Federal Bureau of Investigation (FBI), Directorate of Intelligence, is seeking multiple-award IDIQ contracts for Specialized Open-Source Intelligence (OSINT) Tools to support lawful research and analysis of publicly available information. - Government Buyer: - Federal Bureau of Investigation (FBI), Directorate of Intelligence, Finance and Facilities Division | Procurement Section - Products/Services Requested: - Specialized OSINT tools delivered as Software-as-a-Service (SaaS) solutions - 11 distinct tool categories (CLINs): - Financial/banking information (CLIN 0001) - Deep and dark web information (CLIN 0002) - US business information (CLIN 0003) - International business information (CLIN 0004) - Vehicle history and technical information (CLIN 0005) - Historical internet data (CLIN 0006) - Terrorism-related information (CLIN 0007) - Image information (CLIN 0008) - Video information (CLIN 0009) - Identity records (CLIN 0010) - Property and land records (CLIN 0011) - Services include: data extraction, analytics, AI capabilities, multi-language translation, secure access, training, monthly reporting, and 24/7 helpdesk support - Unique or Notable Requirements: - Tools must be existing SaaS solutions (not custom development) - Robust security required; FedRAMP Moderate certification preferred - Multi-tenant cloud deployment preferred - Must support advanced analytics, AI, and multi-language translation - Compliance with privacy, security, and accessibility standards - 24/7 availability and helpdesk support - Tiered pricing and support for multiple small U.S.-based businesses - Separate proposals and pricing required per CLIN; up to two awards per CLIN - Minimum contract guarantee of $500 per contract year per awardee - No specific OEMs or vendors are named; the opportunity is open to small business authorized resellers - Place of Performance: - FBI Headquarters, Field Offices, Legal Attaché Offices, and FBI cell phones nationwide and internationally (including U.S. territories and foreign countries)

3/27/2026- Answers to questions submitted via the Question Template have been posted. Please Note: NAICS code is 513210. This is for a SaaS OSINT Tool. Each CLIN requires its own complete and full proposal and Volumes, therefore the 9 page count for the Technical Approach is per CLIN. 

3/25/2026- Updated RFP, SOW and Pricing Template have been upload to reflect the change of removing CLIN 3- Digital Asset Information.

3/24/2026: We are in the process of updating this solicitation to remove CLIN 3-Digital Asset Information. A new RFP, SOW, and Pricing Template will be uploaded to reflect this change. Thank you.

The Government intends to issue a Multiple-Award IDIQ to small business authorized resellers of Specialized OSINT Tools.
