The Federal Bureau of Investigation (FBI), under the Department of Justice, is seeking to establish a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Specialized Open Source Intelligence (OSINT) Software-as-a-Service (SaaS) tools and related support services. - Government Buyer: - Department of Justice, Federal Bureau of Investigation (FBI), Directorate of Intelligence, Finance and Facilities Division, Procurement Section - Products/Services Requested: - Specialized OSINT SaaS tools across 11 investigative domains (CLINs): - Financial/Banking Information - Deep/Dark Web Information - US Business Data - International Business Data - Vehicle History and Technical Information - Historical Internet Data - Terrorism Related Information - Image Information - Video Information - Identity Records - Property and Land Records - Each tool must provide advanced analytics, AI capabilities, multi-language translation, and robust security (FedRAMP Moderate or higher preferred) - Helpdesk support (24/7, 5-minute response), live and on-demand training, and monthly reporting required - Tools must be existing SaaS solutions (no custom development), preferably multi-tenant cloud deployments - Compliance with federal privacy, security, and accessibility standards is mandatory - Unique/Notable Requirements: - Small business set-aside; only authorized resellers eligible - Separate proposals and pricing required for each CLIN - Tiered license pricing and annual security/compliance updates - Onramp/offramp authority for contractors during contract period - Minimum $500 annual guarantee per awardee - Proposals must remain valid for 120 days from specified date - OEMs/Vendors: - No specific OEMs or vendors are named; the solicitation is open to all qualified providers of relevant SaaS OSINT tools - Period of Performance: - Base year plus four 12-month option years and a 6-month extension - Ongoing task orders under each CLIN, with annual security and compliance updates - Evaluation: - Awards based on technical approach and price, with up to two awards per CLIN
Description
6/2/2026- Updated the RFP language for business size and NAICS code under Clause 5.2 to state “Offerors must be registered in SAM.gov at the time of proposal submission and must represent themselves as small under NAICS 513210 in accordance with SBA size regulations. Offerors qualifying as small businesses under the applicable size standard for NAICS 513210, including those qualifying under the nonmanufacturer rule (≤500 employees), shall be considered eligible for award.”
5/29/2026- Amending Solicitation. An updated RFP, Pricing Template, SOW, and Terms and Conditions have been uploaded. The Government is re‑opening this solicitation to allow Offerors to submit revised proposals in response to the changes included in this Amendment. Offerors are required to submit a revised Price Volume (or a signed certification) confirming that all proposed pricing remains valid for 120 days from June 5, 2026. Failure to provide this pricing certification will result in the Offeror being removed from consideration. Submission of revised Technical volumes is optional; however, all proposals will be evaluated using the updated Technical Approach criteria.
SOW- the only change is under clause 2.2 and is highlighted in Red. There was no change to Requirements.
4/16/2026- Uploaded an updated RFP that reflects a closing date of 4/24/2026 at 2:00pm ET. Change is in Clause 5.0. The previous note below of a 5/1 deadline was incorrectly stated. PLEASE SEE THE UPDATED RFP.
4/16/2026- Extended the proposal deadline to 5/1/2026 at 2:00pm ET.
3/27/2026- Answers to questions submitted via the Question Template have been posted. Please Note: NAICS code is 513210. This is for a SaaS OSINT Tool. Each CLIN requires its own complete and full proposal and Volumes, therefore the 9 page count for the Technical Approach is per CLIN.
3/25/2026- Updated RFP, SOW and Pricing Template have been upload to reflect the change of removing CLIN 3- Digital Asset Information.

The Government intends to issue a Multiple-Award IDIQ to small business authorized resellers of Specialized OSINT Tools.
