The Selective Service System (SSS) is seeking a contractor to modernize its public-facing website and digital platform to support automatic registration requirements mandated by federal law. - Government Buyer: - Selective Service System (SSS), National Headquarters, Arlington, VA - Key contact: Georgette Hendricksen - OEMs and Vendors: - Microsoft (Microsoft Azure Government is specifically required for hosting) - No other OEMs or preferred chatbot vendors specified; FedRAMP-authorized solutions required - Products and Services Requested: - Website modernization, including design, development, implementation, and testing - Cloud hosting on Microsoft Azure Government (FedRAMP-authorized) - Security, legacy data migration, content management system (CMS) integration - AI conversational chatbot solution (FedRAMP-authorized or Agency-approved) - Operations and sustainment services (ongoing support, maintenance, monitoring, patching, security updates, content management, enhancements) - Project management and weekly status reporting - Penetration testing by an independent third party - Training for CMS administrators, content editors, and end users - Optional operations testing platform (fully isolated web-based environment) - Transition-out support (orderly transfer of assets, data, documentation) - Unique or Notable Requirements: - Hosting must be on Microsoft Azure Government, FedRAMP-authorized - Chatbot solution must be FedRAMP-authorized or Agency-approved - Compliance with federal cybersecurity standards (FedRAMP, FISMA, NIST), Section 508 accessibility, and use of U.S. Web Design System - Integration with government-managed endpoints (Microsoft Entra ID) - Achievement of Authority to Operate (ATO) by substantial completion date - 100% Small Business Set-Aside - Multiple option years for ongoing operations and maintenance - Independent penetration testing and security documentation required

The Selective Service System (SSS) is hereby posting a solicitation for the Website Modernization Project.  

This solicitation is issued as a commercial product and commercial service acquisition pursuant to FAR Part 12. The Government intends to award a single Firm-Fixed-Price contract using negotiated procurement procedures in accordance with FAR Part 15.

Offerors shall submit proposals in accordance with the instructions contained in the solicitation, including the addenda to FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services. Proposals will be evaluated in accordance with the evaluation criteria set forth in the addenda to FAR 52.212-2, Evaluation—Commercial Products and Commercial Services.

The Government intends to evaluate proposals and make award without discussions; however, the Government reserves the right to conduct discussions if determined to be in the Government's best interest.  Offerors are encouraged to submit their best terms in their initial proposal.

This solicitation is the only request for proposals. Accordingly, a written solicitation is attached.  This solicitation was developed following market research previously conducted under SAM.gov Notice ID RFI 90MC00_0002, and information obtained through market research that was considered in the development of this requirement.

Offerors are advised to review the solicitation in its entirety for proposal preparation instructions, evaluation factors, and submission requirements and for timelines for questions for Government responses and submittals.
