This opportunity seeks contractors to provide nationwide technical and professional support services for Biomedical Engineering departments within the Department of Veterans Affairs (VA). - Government Buyer: - Department of Veterans Affairs (VA) - Strategic Acquisition Center (SAC) Frederick - Veterans Health Administration (VHA), Office of Healthcare Technology Management - Scope of Services: - Biomedical engineering technical and professional support for VA medical centers, outpatient clinics, VISN offices, and VHA/VA Program Offices - Services include: - Planned and corrective maintenance of medical devices and clinical systems - Project management (PMP certification required for project managers) - Technology assessment, implementation, and sustainment - Healthcare consulting and internal operations support - System integration, technical consulting, and IT infrastructure support - Cybersecurity risk management and support for networked medical systems - Regulatory compliance, data analytics, and remote support - Equipment and systems planning, specification development, technical analysis, risk assessment, site readiness, installation, inspection, systems design and integration, configuration, technical training, safety alerts, incident management, hardware/software upgrades - Services may be delivered onsite or remotely to fill staffing gaps - Labor Categories: - Biomedical Technicians/BESS - Biomedical Engineers - Project Managers (bachelor's degree and PMP or equivalent experience) - Key Personnel for contract and task order oversight - Notable Requirements: - Compliance with federal vetting and cybersecurity standards - Potential need for Business Associate Agreement (BAA) for privacy compliance - Oversight by local VA Contracting Officer Representatives (L-COR) - Set aside for Service Disabled Veteran-Owned Small Businesses (SDVOSB) - Contract Structure: - Indefinite Delivery Indefinite Quantity (IDIQ) contract - Ceiling of $175 million over 5 years (base plus four option years) - Initial task order awarded concurrently with IDIQ - Task orders may be firm-fixed price, labor-hour, or hybrid - Locations: - All VA medical centers, outpatient clinics, VISN offices, and VHA/VA Program Offices nationwide (including CONUS, Hawaii, Alaska, Puerto Rico) - Services may be performed remotely - Contracting office: SAC Frederick, MD - Payment office: VA Financial Services Center, Austin, TX - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Unique/Notable Requirements: - Project management staff must have PMP certification or equivalent experience - Compliance with federal cybersecurity and privacy requirements - National hourly rates for labor categories - No travel expected for initial task order; work may be performed remotely

This is AMENDMENT 0002 to provide questions and answers for solicitation and replace the sample task order with the initial task order. Update PWS in the solicitation. And extend question due date.

This is AMENDMENT 0001 to extend the proposal due date and notify offerors of a forthcoming subsequent amendment to provide Government responses to questions. 

The purpose of this contract is to provide technical and professional support to Biomedical Engineering departments at Department of Veterans Affairs (VA) medical centers, outpatient clinics, VISN offices, and the VHA/VA Program Offices to accomplish corrective and planned maintenance, professional Biomedical Engineering services, and project management work.  Contract resources may be required to accomplish routine operational tasks (e.g. maintenance, patient safety recall investigation), as well as unexpected or time-limited tasks (e.g. COVID-19 pandemic support, operational readiness services for Office of Electronic Health Record Modernization (OEHRM)/Cerner deployment).  There are many competing priorities for Biomedical Engineering staff in today’s environment, and the support services shall provide interim Biomedical Engineering services either onsite or remotely while full-time positions are recruited and hired to fill permanent roles in Biomedical Engineering departments, as needed.  When Contractor support services are required by a VA medical facility, a local VISN or facility VA Contracting Officer Representative (L-COR) will be designated to monitor and provide oversight to the Contractors at that facility.

Successful offeror(s) may be required to execute a Business Associate Agreement (BAA). Once a contract requiring a BAA is awarded, please contact the VHA Privacy Office BAA Issues team at VHABAAIssues@va.gov to assist in implementing the appropriate BAA.
