The United States (U.S.) Army Contracting Command-New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Close Combat Systems (PM-CCS), located at Picatinny Arsenal, New Jersey, is issuing this Sources Sought Notification (SSN) as a means of conducting Market Research to identify potential sources having an interest in supporting the Terrain Shaping (TS) capability. This will support a bilaterial Project Agreement between the U.S. and the United Kingdom (UK) to develop a TS capability.

The Government team is preparing to host an Industry Day on 26-27 February 2026 to communicate the Government’s acquisition strategy and discuss the needs of the user community relative to TS. The event will have a strong networking focus and aims to find expert support and technical assistance. The Government anticipates soliciting and executing the prototyping of TS utilizing Department of Defense (DoD) Ordnance Technology Consortium (DOTC) Other Transaction Agreements (OTA).

Companies will have the opportunity to meet in a one-on-one forum to discuss potential collaboration in meeting the TS requirements. Please see the attachments for more details.

The DRAFT Statement of Objectives (SOO) for the Terrain Shaping DOTC-OTA program is currently being finalized.

Industry partners who wish to receive a copy of the DRAFT SOO for review and comment should send an email request to the KO. Please include "Draft SOO Request for Terrain Shaping – YOUR COMPANY NAME" in the subject line of your email.  As of 25 March 2026, ATI has shared a draft requirement with NAC Members. We continue to target an early‑April release.
