The Department of Veterans Affairs, Network Contracting Office 1 (NE), is seeking a contractor to provide comprehensive solid waste and recycling management services for all VA New England Healthcare System (VISN 1) facilities across Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut. - Government Buyer: - Department of Veterans Affairs, Network Contracting Office 1 (NE), Contracting Office (90C) - Scope of Services: - Comprehensive solid waste and recycling collection, transportation, and disposal - Recycling program management with a goal of achieving at least a 55% recycling rate - Waste stream audits, annual reporting, and compliance support - Training for VA staff on waste handling and recycling procedures - Equipment provision, rental, and maintenance (compactors, dumpsters, containers, balers, toters) - Emergency repair and spill response for hydraulic equipment (24-hour response, 2-hour spill cleanup) - Project management, quality assurance, and safety planning - Products and Equipment (examples): - Trash and recycling compactors (various sizes, e.g., 35-yard, 30-yard, 34+ cubic yard) - Dumpsters and roll-off containers (2 to 40 cubic yards) - 65-gallon and 64-gallon toters for waste and recycling - Bale tie wire (14 ft x 13 gauge, 250 per bundle) - Vertical and horizontal balers - Services by Location: - Scheduled and on-call pickups for solid waste, recycling, construction/demolition debris, metal, wood, yard waste, food waste, and mattresses - Equipment and service frequencies tailored to each VA medical center, outpatient clinic, and warehouse - Notable Requirements: - Contractor must provide all equipment, perform preventive maintenance, and respond to emergencies within specified timeframes - Annual waste audits and formal reports required for all sites - Monthly tracking and reporting of waste and recycling volumes - Site visits required prior to quote submission; strict rules on facility contact - All services must comply with federal, state, and local regulations - Place of Performance: - All major VA medical centers and outpatient clinics throughout New England, including but not limited to: VA Maine Healthcare System (Augusta, ME), White River Junction VA Medical Center (VT), VA Bedford HCS (MA), Jamaica Plain, Brockton, and West Roxbury Campuses (MA), Manchester VA Medical Center (NH), VA Providence Medical Center (RI), VA Connecticut Healthcare System (Newington and West Haven, CT), and associated CBOCs and warehouses.
