Description

Washington Headquarters Services (WHS) Acquisition Directorate (AD) intends to procure Enterprise Visibility and Management of Operating and Support Cost (EVAMOSC) Platform Support Services. The Government anticipates awarding a single award Indefinite Delivery Indefinite Quantity (IDIQ) with a 5-year ordering period. The EVAMOSC Support Services requirement will be solicited on a “Full and Open” basis. The anticipated effective date of the award is August 8, 2026.

The Government requires EVAMOSC Support Services  to support the Office of the Secretary of War Cost Assessment and Program Evaluation (OSW-CAPE) mission to provide the Department of War (DoW) with timely, insightful and unbiased analysis on resource allocation and cost estimation problems to deliver the optimum portfolio of military capabilities through efficient and effective use of each taxpayer dollar. In achieving this mission, one of OSW-CAPE’s primary goal is to provide data driven insight into the costs of weapon system programs. This detailed analysis enables responsible budgeting and proactive management decisions so that the Department can control cost and achieve savings. In recent years, the DoW and Congress has focused on understanding the costs incurred by weapons systems during the sustainment phase and underlying causes of these cost outcomes, culminating in Congress passing FY26 NDAA, Section 1803  (Major weapon systems: assessment, management, and control of operating and support costs) which assigns responsibility for “developing and maintaining a database on… actual operating and support costs for major weapon systems” to the Director, CAPE. To meet this congressional requirement, OSW-CAPE  obtain support to design, implement, operate, and perform platform sustainment services on the Enterprise Visibility and Management of Operating and Support Costs (EVAMOSC) data system. ). The anticipated requirement will sustain the current EVAMOSC platform while continuing to add additional capabilities, extend data collection to additional services and service source data systems while educating platform users and supporting requests for information.
