USAFA Rapid Acquisition CSO: Outreach, Exoskeletons, Perimeter Security, Training, and AI Transcript Processing

The U.S. Air Force Academy (USAFA) is seeking innovative commercial solutions across multiple areas to support its mission, with specific Calls for proposals under a Rapid Acquisition Commercial Solutions Opening (CSO): - Admissions Outreach Services (Call 001): - Outreach campaigns, real-time analytics, strategic name-buys, communication streams, and CRM integration (Salesforce) to increase applicant numbers and quality for an annual class of ~1,200 cadets. - Vendors should have experience in college application outreach and be able to provide technology solutions and professional services. - Period of performance: 4 years (Sep 2025–Sep 2029). - Military Exoskeleton Technology (Call 002): - Lightweight, wearable full and lower extremity exoskeletons (powered or passive) with AI-enabled adaptive software, independent power sources, and multi-user calibration. - Must support flexible movement, be adjustable for users up to 275 lbs, and have at least 4 hours battery life. - Submissions open until mid-September 2025. - Virtual Perimeter Security System (Call 003): - 24/7 autonomous perimeter monitoring for a 15+ mile boundary using radar, PTZ cameras, wireless communication, solar power, and AI-enhanced object classification. - Integration with Lenel and Milestone VMS, tamper protection, and weather durability required. - Submissions open until March 16, 2026. - Warfighter Training Support Services (Call 004): - Design, integration, execution, and evaluation of a 47-month military training continuum for ~4,000 cadets annually. - Includes curriculum development, training execution, resource planning, and program evaluation. - Contract period: 1 base year plus 4 option years (total ~5 years). - AI-powered Transcript Processing Solution (Call 005): - Automated platform to process and score high school and college transcripts for ~1,200 applicants annually. - Integration with Salesforce CRM, support for various transcript formats, data privacy, and Impact Level 4 environment preferred. - Implementation, training, ongoing support, and go-live by October 1, 2026. - Contract period: 1 base year plus 4 option years (total up to 5 years). - All work will be performed at or delivered to the U.S. Air Force Academy in Colorado Springs, CO. - Proposals are only accepted in response to specific Calls issued as amendments during the open period. - Q&A documents clarify requirements for each Call, with ongoing updates. - No specific product part numbers or OEMs are mandated; solutions must be innovative and commercially available. - Estimated contract values vary by Call, likely ranging from hundreds of thousands to several million dollars per area. - Potential competitors include companies specializing in outreach technology, exoskeletons, perimeter security, military training, and AI transcript processing.

Call 004 Focused Area of Interest Period - For the period of 6 Apr 2026 to 20 Apr 2026, the United States Air Force Academy has a focused interest in exploring solutions for Warfighter Training Support Services (WTSS). Call 003 Focused Area of Interest Period - For the period of 26 Feb 2026 to 16 Mar 2026, the United States Air Force Academy has a focused interest in exploring solutions for autonomous, self-sufficient virtual perimeter monitoring to provide situational awareness and tracking. Call 002 Focused Area of Interest Period - For the period of 4 Sep 2025 to 15 Sep 2025, the United States Air Force Academy has a focused interest in exploring how passive and artificial intelligence (AI)-enabled exoskeleton technology can enhance warfighter lethality. This Commercial Solutions Opening (CSO) seeks innovative commercial technologies and services to meet various objectives of the United States Air Force Academy (USAFA) as detailed in Attachment 8 using a streamlined and flexible acquisition method to ensure cadets continue to receive the world-class education and training required by the mission and policy directives. All items, technologies, and services acquired using a CSO will be treated as commercial items.

This CSO is a “CSO with Calls.” The CSO with calls technique utilizes the publication of this umbrella CSO solicitation that contains the basic information but does not request proposals with its initial issuance. This type of CSO functions as the framework for future Calls by identifying the technical areas detailed in Attachment 8 and the basic terms and administrative information of the CSO. Calls for proposals will be issued by the government as amendments to this CSO and may be made at any time during its open period when support for innovative commercial requirements supporting USAFA priorities are identified. Offerors may submit proposals only in response to a specified AoI issued during an open call for proposals.  The Government reserves the right to award any combination of proposals which offer the best overall value to the Government, and to oversee any and all processes and approaches once initiated. Awards as a result of this announcement will be in the form of FAR Part 12 commercial contracts. The Government also reserves the right to award Other Transactions (OT).
