The U.S. Navy's Military Sealift Command (MSC) is seeking contractor support for comprehensive Technical Library Management Services at Naval Station Norfolk. - Government Buyer: - U.S. Navy, Military Sealift Command (MSC), Engineering Department, MSC Headquarters Norfolk - OEMs and Vendors: - No specific OEMs or technology manufacturers are named; incumbent contractor is Trinity-Nextstep, LLC - Products/Services Requested: - Management and support of a virtual technical library, including electronic repositories for technical manuals, engineering drawings, and references - CAD and 3D model drawing support, drafting, markups, and revisions - Technical documentation management, cataloging, scanning, and data entry into the MSC Virtual Technical Library (VTL) - Shipboard technical document inventory and scanning (8 trips per year, 3 personnel per trip, 10 days per trip) - Database administration and technology improvement recommendations for the VTL - Personnel requirements: 12 full-time equivalents, including Engineering Technicians (Level VI and V with drafting experience), Media Specialists, and Library IT Systems Administrator - Minor materials and consumables (paper, toner, lamination supplies, labels, document-repair supplies, electronic media, shipping/packaging supplies, scanning equipment) - Unique/Notable Requirements: - Personnel must hold or be eligible for CONFIDENTIAL security clearance - Compliance with federal regulations and CMMC Level 2 cybersecurity standards - Travel required to multiple global locations (Singapore, Guam, Portland OR, Charleston SC, Spain, South Korea, San Diego CA, Mobile AL) - Quality assurance and regulatory file maintenance - 8(a) small business set-aside - Firm-fixed price contract with base period and up to five option years

Description

Amendment 3 - 08/17/2026 - This amendment corrects the regular and overtime hours per month for the labor categories Media Specialist 1 and Media Specialist 2 which have been revised Exhibit B - Rate Table - Tech Library REV 2, posted below. The following original and/or previously revised documents have been removed for consolidation; Attachment 1 - FINAL PWS - MSC N7 Technical Library Services 20260714,  Attachment 7 - Performance Questionnaire, Exhibit B - Rate Table Tech Library, Exhibit B - Rate Table - Tech Library REV 1. Quoters shall only use Exhibit B - Rate Table REV 2 for the quote submission. 

Amendment 2 - 08/17/2026 - This amendment is to post the Questions and Answers Document, along with the updated Attachment 1 - FINAL PWS - REV 1, Exhibit B - Rate Table REV 1, and the revised solicitation with the updated Section L. All changes have been highlighted in each document. Quoters shall only use Exhibit B - Rate Table REV 1 for the quote submission. 

Amendment 1 - 08/07/2026 - This amendment is to extend the due date to 08/28/2026 01:00 PM Eastern Daylight Time. Due to the influx of questions, the questions and answers document will be posted as soon as possible with updates to the solicitation, and therefore the due date for quotes has been pushed back.  Attachment 7 - Past Performance Questionnaire has been updated to reflect the new date.

Description:

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. 

Solicitation number N3220526Q0069 is issued as a request for quotation (RFQ). The Engineering Department of MSC requires a Contractor to provide administrative, data management and technical support for the MSC Technical Library. The Contractor will utilize the MSC Virtual Technical Library (VTL), an electronic repository and management system for technical manuals, drawings, engineering designs, engineering and technical references.

This acquisition is set-aside for 8(a) small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov

This solicitation does not have a Defense Priorities and Allocation System (DPAS) rating.

See attached SF 1449 for a list of all details of the supplies and/or services required and a list of all solicitation provisions and contract clauses that apply to the acquisition.

Responses to the solicitation are due 08/28/2026 01:00 PM Eastern Daylight Time.  Quotes must be e-mailed to Taylor Neikirk taylor.r.neikirk.civ@us.navy.mil and Stacy Ziehl stacy.m.ziehl.civ@us.navy.mil.  To be considered timely, an e-mail quote must be received in its entirety in the designated e-mail inbox by the due date and time for quote submission.  Reference the solicitation number on your quote.  E-mail quotes shall be in either Adobe or Microsoft Office format.  No other method of submission is acceptable.

The anticipated award date is 30 September 2026.
