USSOCOM SOF Global Services Delivery IDIQ – Professional Services for Special Operations Forces

USSOCOM is soliciting proposals for the SOF Global Services Delivery (SOFGSD) IDIQ contract, supporting Special Operations Forces worldwide. - Contract covers a broad range of professional services: - Education and training, including curriculum development, translation, exercise planning, and mission rehearsal - Management support, strategic planning, capability analysis, and expert advisory services - Program management, irregular warfare support, studies, and acquisition program management - Engineering and technical services, including documentation, analysis, systems engineering, and test/evaluation - Intelligence and multimedia support, including HUMINT, GEOINT, mission planning, and media production - Administrative and IT support, office management, and conference support - Labor categories include Intelligence Analyst, Linguist, Data Manager, Operational Planner, Mission Assurance, Financial Analyst, Strategic Planner, Role Player, Instructor, Regional/Cultural Advisor, and SOF Specialty Trainer - Security clearances required: Secret to TS/SCI, with some roles needing polygraph - Experience requirements range from 2 to 10+ years, with specialized certifications for certain positions - Initial task order requires attendance at a post-award kickoff meeting in Tampa, FL - Contract minimum order is $2,500 - Work will be performed at key federal and military locations: - MacDill AFB, FL; Fort Bragg, NC; Hurlburt Field, FL; Camp Lejeune, NC; Naval Base Coronado, CA; Tampa, FL; Iraq; Afghanistan - Task orders will define specific requirements and periods of performance - Proposal submission is electronic via Symphony Procurement Suite; classified materials require SIPR email - Solicitation amendments have clarified submission requirements, evaluation criteria, and organizational structure guidance - No specific OEMs or product purchases; focus is on services and personnel - Estimated contract value likely ranges from $50 million to $500 million, based on scope and historical precedent

This amendment incorporates Solicitation Amendment 0003.

Updated versions of the following documents are included:

1. A1 SOFGSD Section L (r1 20260818)

During the previous Q&A the Government inadvertantly made submission of a Multiple Award Contract more stringent than intended (See Q256, 257, 401).  As such, this Section L revision rescinds this change and reverts to the original statement that ANY IDIQ may be consolidated as a single WS.  Offerors are reminded that TOs may not be submitted as a separate WS if they were issued under an IDIQ that is submitted as a combined WS.

For clarification, Prime Offerors are only required to submit an Organizational Structure Change History for proposed subcontractors for which a WS is submitted.

For CPARS in relation to Symphony submission, Prime Offerors are to submit the single lowest rated CPARS for each WS, utilizing the format currently available in Symphony.  Offerors who have already completed this area within Symphony DO NOT need to change their submission.  In accordance with Section L1.3.7, the Government will use all available means to verify the information provided.  Offerors are reminded that there are ZERO points given for Satisfactory, Very Good, or Exceptional past performance, or for WS with no past performance.  Points are only DEDUCTED for MARGINAL or UNSATISFACTORY past performance.

For transition (Q# 112), please calculate solely on the first 100 positions to be transitioned within the 30-day period, regardless of the total number of positions required by the WS.

For Category 3, Q# 252 and 294 in the previous Q&A conflict.  The Government provides the following clarification:  The Government confirms that if an Offeror won a competitive recompete, and the Offeror was not the incumbent contractor on the predecessor contract, that Work Sample qualifies for Category 3 scoring. 

The Government reiterates its position that affilitate WS may only be submitted as Tier 2.

Finally, the SF30 Amendment H9240026RE0010003 is attached.  A conformed copy of the original solicitation is provided and should be used as your SF33 submission with your proposal.

Offerors should note the change in Section L3.1.6 for submission of classified material.  All classified Work Samples (up to SECRET//NOFORN) must be submitted via SIPR email to the address specified in the solicitation.

On Tuesday Apr 14, 2026 ⋅ 2:30pm – 4pm (Eastern Time - New York) a webinar will be hosted to provide a demonstration of the submission process for the Special Operations Forces Global Services Delivery solicitation (H9240026RE001) within Symphony. This includes establishing company assets, claiming them within your proposal, submitting your proposal, and submitting questions to the program office, as needed. This is a formal Request for Proposal (RFP) for the United States Special Operations Command (USSOCOM) SOF Global Services Delivery (SOFGSD) Indefinite Delivery Indefinite Quantity contract.  The sole points of contact for information regarding this acquisition are the Contracting Officers:

SOFGSD is being solicited as a 100% Small Business Set-Aside under NAICS 541611, with a SB Size Standard of $24.5M.

The Government contemplates award of a Multiple Award IDIQ contract resulting from this solicitation. 

Offerors are required to submit proposals in accordance with the instructions outlined in Section L of the RFP.

Electronic Proposal Submission. (See RFP Section L1.3.2)

Symphony Procurement Suite is a software application the Government intends to use for proposal submission and proposal evaluation.  The Government reserves the right to change systems related to the solicitation, evaluation, and award of the SOFGSD contracts at any time during the solicitation process.

Offerors shall submit their proposal electronically through Symphony via https://ussocom-sofgsd.app.cloud.gov/.  Proposal submissions through Symphony shall not contain any classified data.  Symphony allows up to CUI only.  Contact the Contracting Officer to address submission of classified data through appropriate channels as specified in Section L3.1.6.

PROPOSALS SUBMITTED THROUGH OTHER MEANS WILL NOT BE ACCEPTED.

Communications with any Government personnel other than the Contracting Officers are prohibited.  Government ethics regulations, the Competition in Contracting Act, and the Procurement Integrity Act prohibit preferential treatment of one contractor over another and require that Government personnel adhere to the highest standards of conduct and avoid even an appearance of a conflict of interest.
