Council designated a tax-abatement reinvestment zone for Project Blue Hub, a step toward replacing its existing Chapter 380 reimbursement arrangement with a Chapter 312 abatement under the previously approved terms; the abatement agreement itself was not considered. CIP updates covered project delays and expected change-order discussions, including a redesign-related change order to be considered by the EDC. No award or vote on the proposed Limer Square bond issuance occurred.
