The City of Hutto, Texas City Council meeting was held October 1, 2026. Procurement and capital-project business included approval, 7–0, of a Wells Fargo Bank depository-services contract following a competitive process with eight responses. The initial term runs October 1, 2026, through September 30, 2028, with three one-year renewal options. Council also approved a master services agreement with WSB for owner’s-representative services, with project orders and related changes under $50,000 authorized for the city manager, and approved a JMT agreement and a $162,500 project order for preconstruction owner’s-representative services for the Hutto Justice Center (CIP F02). Both votes passed 7–0.

Council approved, 7–0, a preliminary financing plan for Area 1 of the Limer Square Public Improvement District and set a November 5 public hearing on assessments; the plan models a $17.2 million assessment-revenue bond, secured only by PID assessments, and does not constitute a bond award. It also approved development agreements for Hutto Tech and Trade Center West and Hutto 69, requiring the developers to deliver roadway, drainage, turn-lane, and wastewater improvements; the West agreement provides fee credits tied to the city’s FY2027 fee schedule. Council designated a tax-abatement reinvestment zone for Project Blue Hub, a step toward replacing its existing Chapter 380 reimbursement arrangement with a Chapter 312 abatement under the previously approved terms; the abatement agreement itself was not considered. CIP updates covered project delays and expected change-order discussions, including a redesign-related change order to be considered by the EDC. No award or vote on the proposed Limer Square bond issuance occurred.
