The Social Planning and Research Council of BC (SPARC BC)

SPARC BC is an independent, non-partisan registered charity dedicated to advancing social justice and inclusion in British Columbia. Since 1984, they have managed the province's Parking Permit Program for People with Disabilities and provide research, community development, and consulting services to support accessible and inclusive communities.
