FOP Negotiations Meeting #3 Part 2

This was the third negotiation meeting between the City of Lewiston, Idaho, and the Fraternal Order of Police (FOP) held on March 25, 2026. The discussion focused primarily on proposed changes to police pay scales, specialty assignment pays, and benefits. City representatives expressed concerns about the sustainability of the FOP's requested increases, noting that converting specialty pays from lump sums to hourly rates significantly raised costs, potentially exceeding the city's budget capacity. Comparisons to other Idaho cities' police wages and cost of living were reviewed, with the city emphasizing the need for equitable and sustainable compensation across all employee groups. Liability and training compensation issues for Field Training Officers (FTOs) and Communications Training Officers (CTOs) were also discussed, with the city clarifying that liability costs are currently covered by the city. The city indicated openness to adjusting specialty pays within budget constraints but was reluctant to approve percentage-based increases due to long-term fiscal impacts. The parties planned to continue discussions and prepare counterproposals for the next meeting, with final proposals due soon thereafter.
