Michigan Funds Infrastructure and Manufacturing Expansions
March 24, 2026
Michigan Governor Gretchen Whitmer announced significant investments supporting manufacturing expansions and critical infrastructure upgrades in Muskegon and Ottawa Counties as of March 24, 2026. Chobani is investing $567 million to expand La Colombe's coffee manufacturing facility in Norton Shores, creating 337 new jobs and retaining 312 existing ones, supported by a $5 million performance-based grant and a $3.9 million abatement. Fairlife, LLC is expanding its production facility in Coopersville with a $650 million investment, creating 150 new jobs, backed by a $17 million Strategic Site Readiness grant and related abatements. Additionally, Muskegon County received $28 million in Strategic Site Readiness funds to modernize its wastewater infrastructure, part of a $64.5 million project to improve system reliability and support regional economic growth.
- These investments highlight Michigan's focus on leveraging state grants and abatements to attract and retain large-scale manufacturing projects with substantial job creation.
- Procurement professionals should note the role of the Michigan Strategic Fund and Michigan Economic Development Corporation in facilitating these grants and abatements.
- Infrastructure contractors and service providers may find opportunities in the wastewater system modernization projects in Muskegon County and water infrastructure upgrades in Coopersville.
- Companies engaged in food and beverage manufacturing supply chains should consider the expanding demand driven by Chobani and fairlife's facility growth in Michigan.
Companies know that they succeed when they invest in Michigan. I want to thank Chobani for working with us to create 337 good-paying jobs and invest $567 million here in Michiganโs local economy.
— Gretchen Whitmer, Governor
This project is not only about improving essential services for our residents and businesses, it also positions us for continued economic growth.
— Dennis Luce, City Manager for Coopersville
