New York State Issues RFP for Brooklyn Housing Development
March 25, 2026
Governor Kathy Hochul announced a Request for Proposals (RFP) in early 2026 to develop approximately 300 housing units on an underutilized Metropolitan Transportation Authority (MTA) property located at 1119 Pacific Street in Crown Heights, Brooklyn. The initiative includes a mandate for at least 75 affordable housing units and aims to leverage state-owned land to increase housing supply near public transit. Proceeds from the development will be reinvested into MTA infrastructure improvements, including transit accessibility enhancements such as over the Franklin Avenue Shuttle. Proposals are due by May 2026, presenting a significant opportunity for developers and contractors specializing in affordable housing and transit-oriented projects.
- The RFP targets redevelopment of state-owned MTA property, emphasizing affordable housing and transit infrastructure integration.
- Procurement professionals should note the May 2026 proposal deadline and the requirement for affordable units within the project scope.
- This project aligns with New York State's broader housing agenda and infrastructure reinvestment strategy, indicating potential for future similar opportunities.
- Contractors with expertise in urban housing development, public transit coordination, and community enhancements may find strategic value in pursuing this solicitation.
Since taking office, I have said that the only way to address the housing crisis is to build more housing. By leveraging underutilized, state-owned land and making improvements to critical infrastructure we will deliver the housing that New Yorkers need and deserve.
— Governor Kathy Hochul
This project represents a major investment in Brooklynโs future โ delivering much-needed housing and transit accessibility improvements to the local community. And every dollar from this sale is going right back into the system, meaning all riders will feel the impact.
— MTA Construction & Development President Jamie Torres-Springer
We cannot leave any underutilized or vacant parcel of land unturned while navigating our current affordability crisis. Transforming this MTA lot into 300 new units of housing, while also facilitating much-needed transportation improvements and public enhancements is a win-win for the Brooklyn community and all New Yorkers who are struggling to lay down roots in the Big Apple.
— Assemblymember Linda B. Rosenthal
