Maryland Advances Port Infrastructure Projects
March 25, 2026
Governor Wes Moore announced that the Helen Delich Bentley Port of Baltimore handled approximately 50 million tons of cargo in 2025, marking its second-best year despite the 2024 collapse of the Francis Scott Key Bridge. The port supports over 273,000 Maryland jobs and generates an annual economic impact of $70 billion. To further enhance capacity and competitiveness, the state is advancing the $518 million CSX Howard Street Tunnel Project, which will modernize and increase clearance to allow double-stacked container trains between Baltimore and Philadelphia, with contract activities ongoing in 2026.
- The CSX Howard Street Tunnel Project represents a significant infrastructure investment aimed at improving freight rail efficiency and port connectivity, critical for supply chain resilience.
- Procurement professionals should note the scale and timeline of this $518 million project as it may generate subcontracting and vendor opportunities in construction, engineering, and logistics services.
- The port's recovery and growth despite infrastructure challenges highlight ongoing demand for modernization projects, signaling sustained procurement activity in Maryland's maritime and transportation sectors.
- Stakeholders should consider the impact of these infrastructure improvements on cargo throughput and regional economic development when planning future bids or partnerships.
It’s important to do everything we can and pull out all the stops to continue to ensure that our longshore workers have all the opportunities they can for work.
— Scott Cowan, ILA Local 333 President
