Senate Passes Wastewater Infrastructure Labeling Bill
March 24, 2026
The U.S. Senate unanimously passed the bipartisan Wastewater Infrastructure Pollution Prevention and Environmental Safety (WIPPES) Act, led by Senators Jeff Merkley and Susan Collins, mandating "Do Not Flush" labeling on non-flushable wipes. This legislation aims to reduce sewer system blockages and environmental damage caused by improper disposal of wipes, complementing a similar bill already passed by the House. Procurement professionals involved in wastewater infrastructure and environmental services should anticipate new compliance requirements and potential contract opportunities related to labeling enforcement, public education, and infrastructure maintenance.
- Why this matters: Agencies responsible for wastewater infrastructure will need to incorporate the new labeling mandates into procurement specifications and public outreach contracts.
- This legislation may drive demand for products and services that support compliance monitoring, infrastructure repair, and pollution prevention.
- Contractors specializing in environmental safety and wastewater management should evaluate how this law impacts service delivery and contract requirements.
- Organizations can prepare for potential funding or grant opportunities aimed at mitigating non-flushable wipe impacts on wastewater systems.
When non-flushable wipes back up our wastewater system, it hurts our infrastructure, our environment, and our wallets. Accurately labelling wipes and other products as 'non-flushable' is a necessary step to help consumers appropriately dispose of their waste. We are on the way to protecting our water supply and improving wastewater infrastructure as the WIPPES Act comes even closer to becoming law.
