JEDI Strategic Plan Proceess and Approach

The City of Rockville held a meeting on March 23, 2026, to present and discuss the Justice, Equity, Diversity, and Inclusion (JEDI) strategic plan process and approach. The meeting focused on the comprehensive assessment and engagement framework developed by the Executive Learning Lab, selected through an RFP published in July 2025. Key topics included the methodology for data collection via surveys, focus groups, and interviews with both internal city employees and external community partners, as well as the identification of diverse community sectors for engagement. The council members provided feedback supporting the proposed framework, community sectors, and engagement focus areas, emphasizing the importance of inclusive outreach to traditionally marginalized groups, disaggregated data analysis, and alignment with existing equity resolutions. The plan aims to establish strategic goals, performance metrics, and a five-year roadmap with a one-year implementation plan, ensuring accountability and continuous improvement in advancing equity across municipal government operations and community services.
