Senate Passes FISH Act to Combat Illegal Seafood Harvest
March 24, 2026
The U.S. Senate unanimously passed the bipartisan Fighting Foreign Illegal Seafood Harvest (FISH) Act, designed to strengthen enforcement against illegal, unreported, and unregulated (IUU) fishing by foreign vessels. This legislation establishes a blacklist of offending vessels, enhances interagency and international cooperation, and aims to protect U.S. fishermen and seafood markets from unfair competition and labor abuses. Agencies such as NOAA, the U.S. Coast Guard, and the U.S. Trade Representative will play key roles in implementing these measures, which may lead to new procurement requirements for monitoring, enforcement technologies, and international collaboration tools.
- Why this matters: Procurement professionals should anticipate increased demand for surveillance, maritime enforcement equipment, and data analytics solutions to support IUU fishing detection and interdiction.
- The legislation signals potential contracting opportunities with NOAA and USCG for technology and services that enhance maritime domain awareness and enforcement capabilities.
- Companies specializing in maritime monitoring, vessel tracking, and international compliance systems may find new avenues for engagement.
- Organizations involved in seafood supply chain verification and labor standards compliance could see expanded roles as the government strengthens oversight mechanisms.
One particularly insidious threat is Chinese and Russian trawl fleets that ignore basic seafood harvest rules and best practices, and ravage fish stocks without regard for any other users or future generations.
— Dan Sullivan, U.S. Senator
Illegal fishing, and the human rights abuses associated with it, puts our oceans and fishers at risk. The United States must be a leader in holding bad actors accountable and leveling the playing field for U.S. fishers.
— Dr. Max Valentine, Oceana Illegal Fishing & Transparency Campaign Director
Illegal, unreported and unregulated foreign fishing exacerbates these challenges by undercutting lawful and sustainably caught American seafood.
— Matt Alward, President, United Fishermen of Alaska
