USACE Modernizes Columbia River Hydropower Infrastructure
March 23, 2026
The U.S. Army Corps of Engineers (USACE) Seattle District is advancing its "Building Infrastructure, Not Paperwork" initiative to modernize 12 federal hydropower projects within the Columbia River System, including Chief Joseph, Albeni Falls, and Libby Dams. This effort focuses on accelerating project delivery by reducing administrative burdens, upgrading aging infrastructure to increase capacity and efficiency, and maintaining environmental stewardship and fiscal responsibility. These projects support multiple regional priorities such as renewable energy production, flood risk management, navigation, irrigation, and economic growth.
- The initiative signals increased procurement activity for infrastructure modernization contracts within the Pacific Northwest hydropower sector.
- Procurement professionals should anticipate streamlined processes and potential opportunities to support upgrades at key federal hydropower facilities.
- Contractors with expertise in hydropower infrastructure, environmental compliance, and project acceleration may find strategic opportunities aligned with USACE priorities.
- Coordination with federal agencies like Bonneville Power Administration and the Office of the Assistant Secretary of the Army for Civil Works will be critical for successful project execution.
Our 'Building Infrastructure, Not Paperwork' initiative will ensure available resources are allocated to the most critical water resources projects that will deliver the greatest benefits to our country.
— Adam Telle, Assistant Secretary of the Army for Civil Works
Our projects, like Chief Joseph, Libby, and Albeni Falls Dams, demonstrate how hydropower supports flood risk management, environmental stewardship, navigation, irrigation, and economic growth, all within a coordinated federal system.
— Col. Kathryn Sanborn, USACE Seattle District Commander
