March 23, 2026
The U.S. Department of Energy (DOE), in partnership with the Department of Commerce, SoftBank Group Corp., and AEP Ohio, has initiated a major energy and data infrastructure development project centered at the Portsmouth Site in Ohio. This initiative includes a $33.3 billion investment to develop 10 GW of new power generation capacityโcomprising 9.2 GW of natural gas and nuclear power expansionโand a 10 GW AI-focused data center. Additionally, a $4.2 billion investment by SB Energy and AEP Ohio will upgrade and build new transmission lines in Southern Ohio to support this infrastructure. SoftBank's announcement of a $500 billion data center investment marks the largest single-site investment in U.S. history, involving a consortium of 21 U.S. and Japanese firms. These efforts aim to enhance energy reliability, reduce electricity costs, create jobs, and support AI innovation, with significant Japanese funding and no cost to American families.
- Why this matters: Procurement professionals should note the scale and scope of this multi-billion-dollar public-private partnership, which signals substantial contracting opportunities in power generation, transmission infrastructure, and data center construction.
- The involvement of major international and domestic firms highlights the importance of consortium-based contracting and cross-border collaboration in large infrastructure projects.
- Agencies and contractors should prepare for complex procurement requirements related to nuclear and natural gas power generation, grid modernization, and advanced data center technologies.
- This initiative underscores growing federal support for energy infrastructure modernization aligned with AI and industrial demand, indicating strategic priorities for future solicitations and investments.
