US and Zambia Establish Strategic Commercial Cooperation
March 20, 2026
The Governments of the United States and the Republic of Zambia have signed a Memorandum of Understanding (MOU) to foster U.S. private sector engagement in strategic commercial projects across key sectors in Zambia, including agriculture, energy, mining, healthcare, manufacturing, IT, tourism, and education. This five-year framework aims to facilitate investment and sustainable infrastructure development through cooperation mechanisms involving multiple U.S. agencies such as the Department of Commerce and the U.S. and Foreign Commercial Service. The MOU emphasizes adherence to international best practices in procurement, including anti-corruption measures, lifecycle cost analysis, and environmental and social impact assessments.
- Procurement professionals should note the emphasis on robust procurement standards and best practices in Zambia, including third-party feasibility studies and bid valuation methods that prioritize sustainability and societal impact.
- U.S. contractors and investors can leverage this framework to explore opportunities in Zambia's priority sectors, supported by facilitation from U.S. government agencies.
- The agreement signals increased bilateral cooperation that may lead to streamlined processes and enhanced transparency in project development and procurement in Zambia.
- Organizations involved in infrastructure, energy, agriculture, and IT sectors should evaluate strategic entry or expansion plans aligned with this initiative, considering the five-year horizon and compliance with environmental and social governance criteria.
The Governments intend to support the development of strategic agriculture, industry, transportation, energy and other priority projects in a manner fully consistent with applicable domestic and international law, as well as international best practices intended to prevent, detect, and prosecute corruption.
