U.S. State Department Fast-Tracks $20B Middle East Arms Sales
March 22, 2026
The U.S. State Department has expedited over $20 billion in arms sales to Middle Eastern allies including the United Arab Emirates, Kuwait, and Jordan by invoking emergency wartime authorities to bypass standard Congressional review processes. These Foreign Military Sales (FMS) packages primarily focus on advanced air and missile defense systems, including Raytheon's Lower Tier Air and Missile Defense Sensor Radars (LTAMDS), F-16 munitions, THAAD integration, and counter-drone technologies. The accelerated approvals aim to bolster regional defense capabilities against Iranian missile and drone threats amid escalating tensions. However, this use of emergency powers has drawn scrutiny from Congressional leaders concerned about transparency, oversight, and potential conflicts of interest linked to business ties between U.S. officials and foreign partners.
- Key agencies involved: U.S. Department of State leads the FMS approvals, with oversight interests from the Senate Armed Services Committee and House Foreign Affairs Committee.
- Prime contractors: Raytheon and RTX Corp. are major vendors supplying radar and missile defense systems.
- Procurement implications: The emergency declaration expedites delivery timelines but limits Congressional input, signaling a shift toward rapid strategic arms transfers in volatile regions.
- Business considerations: Defense contractors should evaluate opportunities in missile defense and counter-drone technologies, while monitoring evolving Congressional oversight dynamics that may affect future procurement transparency and compliance requirements.
The UAE is a strategic ally and our nations have a strong and mutually beneficial security partnership and I support U.S. assistance to ensure they can defend themselves. But President Trump has demonstrated serious contempt for Congressional oversight. And given the fact that President Trump’s personal family fortune has been bolstered by direct business ties to UAE royals, any so-called emergency arms deal that does not go through the proper vetting channels must be carefully scrutinized.

Secretary of State Marco Rubio is circumventing Congress to fast-track the sale up to $16.5 billion in air defense systems, radars and missiles to Middle East allies.

The Trump administration’s latest use of emergency authorities to bypass Congressional review for over $20 billion in arms is yet another deeply troubling example of this administration’s flouting and contempt for Congress's oversight authority.
