Wisconsin Funds FoodShare Program Support
March 25, 2026
Governor Tony Evers signed Assembly Bill 180 (2025 Wisconsin Act 116) in early 2026 to allocate over $72 million to the Wisconsin Department of Health Services (DHS) for administration, quality control, and employment and training initiatives supporting the state's FoodShare program. This funding aims to reduce payment errors, cover increased administrative costs, and maintain federal compliance following changes to SNAP administrative cost shares under the Trump Administration's 'Big Beautiful Bill.' The legislation is designed to prevent Wisconsin taxpayers from incurring over $200 million annually in federal penalty fees and to sustain nutrition benefits for more than 700,000 residents relying on FoodShare.
- Why this matters: Procurement professionals should note the significant state appropriation to DHS for program administration and compliance activities, indicating opportunities for vendors providing administrative support, training services, and quality control solutions.
- The funding addresses increased federal requirements, highlighting the importance of compliance-focused program management and error reduction in SNAP-related contracts.
- Organizations supporting employment and training initiatives related to food assistance programs may find new contracting opportunities with Wisconsin DHS.
- This development underscores the impact of federal policy changes on state procurement budgets and program operations, emphasizing the need for agile contract planning and resource allocation.
Wisconsin taxpayers are already on the hook for over $284 million in future state budgets because of the Big Beautiful Bill, so it was important that we get this bill done to help make sure Wisconsinites dont have to fork over hundreds of millions of dollars more in penalty fees to the Trump Administration every year.
— Tony Evers, Governor of Wisconsin
Ensuring the FoodShare program has the resources we need to meet new federal requirements is critical to maintaining access to essential nutrition benefits for Wisconsin families and saving Wisconsin taxpayer dollars.
— DHS Secretary Kirsten Johnson
After months of urging and asking the Legislature to approve these funds, I am glad to be able to sign this bill today so we can continue to provide for the over 700,000 Wisconsinites who rely on FoodShare and depend on the state to support this critical program and keep our error rates low.
— Gov. Tony Evers
