Congress Advances Federal Spending Transparency Legislation
March 19, 2026
Congress has advanced multiple bipartisan legislative efforts aimed at significantly increasing transparency and accountability in federal government spending. Senator Joni Ernst introduced the Cost Openness and Spending Transparency (COST) Act, alongside the Billion Dollar Boondoggle Act and the Stop Secret Spending Act, which have passed out of the House Oversight and Reform Committee. Concurrently, Congressman Josh Brecheen introduced the Expedited Transparency Act to mandate that all federal taxpayer disbursements be publicly reported on USASpending.gov within three business days, accelerating current reporting timelines. These legislative initiatives seek to expose overbudget and hidden expenditures across federal agencies, including defense and foreign aid programs, enhancing oversight and reducing wasteful spending.
- Why this matters: Procurement professionals should anticipate increased public scrutiny and reporting requirements for federal contracts and expenditures, potentially impacting contract management and compliance processes.
- Agencies and contractors may need to prepare for more timely and detailed disclosure of spending data, affecting transparency obligations and audit readiness.
- These bills indicate a growing congressional focus on fiscal accountability, which could influence future procurement policies and oversight mechanisms.
- Industry stakeholders should evaluate how enhanced transparency could affect competitive dynamics and contract award visibility, enabling better-informed business strategies.
It is an honor to introduce the Expedited Transparency Act, which will update late-Senator Coburnβs Federal Funding Accountability and Transparency Act to require that all disbursements of federal taxpayer dollars be viewable on USASpending within three days.
— Congressman Josh Brecheen
Washington bureaucrats have wasted billions of taxpayer dollars on misguided programs while hardworking Americans foot the bill. Iβm proud to work with Senator Ernst to expose these billion-dollar boondoggles and bring transparency and accountability back to Washington. I will always fight to protect taxpayers and ensure their hard-earned dollars are spent responsibly.
— Mariannette Miller-Meeks, Congresswoman
Sunshine is the best disinfectant, and it is only fitting my pair of bills passed out of the House Oversight Committee during Sunshine Week. As I shine more light on wasteful Washington spending, Iβm excited to continuing shepherding these bills to become law, so that our hardworking taxpayers know exactly where their money is going and that itβs not being wasted on pointless projects.
