Congress Approves NDAA Funding Israel Aid
March 18, 2026
The United States Congress enacted the National Defense Authorization Act (NDAA) for Fiscal Year 2019, signed by President Donald Trump on August 13, 2018. This legislation authorizes a total defense budget of $717 billion, including the largest-ever U.S. aid package to Israel at $3.8 billion annually. The NDAA also allocates additional funding for Israeli missile defense systems, including $550 million for missile defense and $50 million for counter-tunnel technology. Concurrently, the NDAA imposes a temporary block on the delivery of F-35 fighter jets to Turkey amid geopolitical tensions, including Turkey's detention of an American pastor and U.S. sanctions on Turkish officials.
- Why this matters: Procurement professionals should note the significant funding directed toward Israeli defense capabilities, which may increase contracting opportunities in missile defense and related technologies.
- The temporary hold on F-35 deliveries to Turkey signals potential shifts in defense procurement priorities and international defense partnerships.
- Contractors specializing in missile defense systems and counter-tunnel technologies should evaluate upcoming solicitations linked to this aid package.
- Agencies involved in foreign military sales and defense cooperation must adjust acquisition strategies in response to evolving geopolitical considerations affecting Turkey and Israel.
The United States must adapt to the reality that we are not dealing with the same Turkey as in the past. Turkey under ErdoΔan is aggressive and contradicts American interests both in Europe and in the Middle East. Therefore, we have to change our foreign policy accordingly that will further isolate and pressure Turkey.
