The City of Hastings Utilities Advisory Board held a meeting on March 13, 2025, to discuss the extension of the Central Plains Energy Project (CPEP) 2, a natural gas prepayment program involving Hastings, Metropolitan Utilities District of Omaha, and Cedar Falls. The program allows the city to prepay for natural gas in exchange for discounted prices, resulting in significant cost savings over the years. The board reviewed historical savings exceeding $1.1 million from CPEP 2 since 2009 and discussed the upcoming reset period, which occurs every 5 to 7 years, to refinance bonds and adjust gas volumes. The current discount is 13 cents per decatherm, with a target discount of 35 to 40 cents projected to yield annual savings between $140,000 and $160,000. The board voted to recommend approval of the CPEP 2 extension resolution to the city council, which is scheduled for consideration on March 24, 2025. The discussion also covered bonding requirements and the impact on cash reserves, emphasizing that the bonds do not count against the city's bonding limits. The resolution aims to authorize the city to proceed with the transaction when market conditions are favorable.
