North Carolina Establishes Accessibility Commission
March 19, 2026
North Carolina Governor Josh Stein issued Executive Order 35 to create the Commission on Accessibility, housed within the North Carolina Department of Administration (NCDOA). The commission's mandate is to improve accessibility across state government services, including communications, language, digital platforms, and physical spaces, with a focus on enhancing access for residents with disabilities and diverse language needs. It includes public members and state employees and advises multiple state agencies to recommend actionable improvements and promote employment opportunities for individuals with disabilities.
- The commission's establishment signals increased state-level prioritization of accessibility compliance and inclusive service delivery, which may lead to new procurement requirements for accessibility-related technologies and services.
- Procurement professionals should anticipate potential solicitations or contract modifications addressing digital accessibility, language services, and physical infrastructure adaptations.
- Vendors specializing in accessibility solutions, assistive technologies, and inclusive design may find emerging opportunities within North Carolina state government contracts.
- Agencies and contractors should engage with the commission's recommendations to align procurement strategies with evolving accessibility standards and state policy objectives.
We must be able to serve all residents of North Carolina so that we can continue to be one of the top states to live, work, play, and do business.
— Secretary Gabriel J. Esparza
State government should be easy to navigate and accessible for everyone.
— Governor Josh Stein
