North Carolina Launches Rural Development Funding
March 17, 2026
North Carolina Governor Josh Stein has initiated a rural listening tour to engage local leaders and residents across all 100 counties, aiming to enhance rural health care, economic development, infrastructure, and broadband access. The state is deploying significant federal and state funding, including a $213 million Rural Health Transformation Program awarded in December 2025 to improve rural health care access, a $136 million state rural grant program supporting housing, infrastructure, and business development, and a $950,000 Community Development Block Grant awarded in early 2026 to improve housing and public spaces in Bethel, Pitt County.
- These investments involve key agencies such as the North Carolina Department of Health & Human Services (NCDHHS), Department of Environmental Quality (DEQ), and federal partners including the National Telecommunications and Information Administration (NTIA) and Centers for Medicare & Medicaid Services.
- Procurement professionals should note the scale and scope of funding opportunities targeting rural health services, broadband expansion, and community development, which may require coordination across multiple state and federal programs.
- Vendors and contractors specializing in healthcare infrastructure, broadband technology, housing construction, and economic development services can explore upcoming solicitations linked to these programs.
- Organizations should consider the geographic diversity of opportunities spanning all North Carolina counties, with specific projects like the Bethel housing improvements indicating localized procurement needs.
With more than 3.5 million people, North Carolina is home to the second-largest rural population in the country. We have more work to do to expand opportunity to every corner of the state because if you work hard, where you come from should never limit how far you can go.
