Oregon OEM Prepares 2026 Disaster Recovery Exercise
March 18, 2026
The Oregon Department of Emergency Management (OEM) is organizing its 2026 State-Level Exercise titled "Getting Through Lahar'd Times," scheduled for October 13-16, 2026. This exercise will simulate recovery operations following a major volcanic eruption, focusing on statewide coordination, resource management, and the implementation of the Oregon Disaster Recovery Base Plan. The event aims to enhance disaster preparedness and resilience across Oregon by testing critical systems and interagency collaboration.
- Why this matters: Procurement professionals should anticipate opportunities related to emergency management services, disaster recovery planning, and resource coordination support as OEM strengthens its operational readiness.
- The exercise underscores the importance of robust contracts for emergency response equipment, training, and technology solutions that support large-scale disaster scenarios.
- Vendors specializing in disaster recovery, emergency communications, and logistics may find increased demand aligned with OEMβs preparedness initiatives.
- Organizations involved in state-level emergency management should consider engagement strategies ahead of the October exercise to align offerings with OEMβs evolving requirements.
The value of these exercises is that they let us practice the hardest days of a disaster without the consequences of an actual event. We learn what works, what needs strengthening and how we can better support communities when the real thing happens.
— Robert Quinn, Exercise Officer
Every exercise is an investment in Oregonβs resilience. Our communities expect us to be prepared, and these statewide efforts help us strengthen the systems and relationships we rely on in a disaster. The 2026 exercise is another step toward building a safer, stronger Oregon.
