Federal Legislation
Senate Reauthorizes Delaware River Basin Program
March 20, 2026
The United States Senate has introduced legislation to reauthorize and expand the Delaware River Basin Restoration Program through 2033. This federal program provides funding for water quality improvement, flood reduction, habitat restoration, and recreational projects across the Delaware River Basin, which spans Delaware, New York, Pennsylvania, New Jersey, and now Maryland. The reauthorization aims to increase funding levels and broaden the program's scope to include additional states and prioritize equitable conservation efforts benefiting small, rural, and disadvantaged communities within the basin.
- The program supports environmental and economic benefits for over 13 million residents in the basin region, emphasizing sustainable watershed management.
- Procurement professionals should anticipate increased federal funding opportunities for water infrastructure, habitat restoration, and community resilience projects in the specified states through 2033.
- Contractors specializing in environmental restoration, flood mitigation, and recreational infrastructure may find expanded opportunities due to the program's broadened geographic and project scope.
- Agencies and stakeholders should prepare for coordinated multi-state project planning and compliance with equitable conservation priorities outlined in the legislation.
For almost a decade, the Delaware River Basin Conservation Program has proven essential to the long-term health and wealth of our region. I’m proud to be reintroducing this legislation to not only continue its funding but expand it. This is an environmental and economic win-win for Delaware and our neighboring states and will continue benefitting our communities for generations to come.
— Senator Lisa Blunt Rochester
This program has been a critical funding source for wetlands restoration projects throughout the watershed, and has made a significant impact on waterfowl and migratory bird populations in the region. Reauthorizing this program will ensure these projects will continue to benefit all inhabitants of the watershed, including birds, wildlife and people.
— Nikki Ghorpade, Director of Public Policy for Ducks Unlimited
This watershed is a lifeline for more than 13 million people, powering our communities and economy. Reauthorizing this critical river program will ensure continued investment in clean water, habitat restoration, and resilient communities across the region.
