DoD Expands B-21 Production and Strategic Forces
March 18, 2026
The Department of Defense is actively considering the establishment of a second production line for the Northrop Grumman B-21 Raider stealth bomber to increase the fleet size from 100 to approximately 145 aircraft. This initiative is supported by a recent $4.5 billion investment aimed at accelerating delivery and enhancing U.S. strategic deterrence capabilities. Concurrently, the FY 2027 Strategic Forces Posture Hearing highlighted the modernization of the nuclear triad, missile defense systems, and space domain awareness programs, including the Golden Dome layered homeland defense system. Congressional and military leaders emphasized the urgency of these programs in response to evolving threats from near-peer adversaries and underscored the need for sustained congressional support to expedite procurement and development efforts.
- Key agencies involved: Department of Defense, U.S. Strategic Command, U.S. Space Command, and U.S. Air Force are central to these modernization and procurement efforts.
- Prime contractor: Northrop Grumman leads the B-21 Raider production, with potential expansion of manufacturing capacity at Air Force Plant 42 in Palmdale, California.
- Why this matters: Procurement professionals should anticipate increased contracting opportunities related to B-21 production expansion, missile defense, and space control systems as the FY 2027 budget and congressional appropriations evolve.
- Actionable insights: Companies specializing in advanced aerospace manufacturing, stealth technology, missile defense, and space domain awareness technologies should prepare for upcoming solicitations and align capabilities with strategic force modernization priorities.
The sooner we field that capability and the sooner we ramp up in delivery of that capability, the stronger position that puts the joint force in, to address the strategic environment, from deterrence to any spectrum of conflict that we would contemplate.
— Adm. Richard Correll
I was happy to see the administration’s National Defense Strategy recognize that nuclear threats are growing – particularly with China’s rapid nuclear buildup – and emphasize the need for a robust and modern nuclear deterrent.
— Scott DesJarlais, U.S. Representative, Chairman of the Subcommittee on Strategic Forces
Allow us that decision space that we didn’t have before. The $4.5 billion investment is a very sound investment [that] keeps the program moving in the right direction.
— Gen. Dale White
