Force Design or Force in Decline: Reviewing Readiness
March 18, 2026
The House Transportation & Infrastructure Committee Republicans held a hearing on March 18, 2026, titled "Force Design or Force in Decline: Reviewing Readiness," focusing on the U.S. Coast Guard's readiness, modernization efforts, and procurement challenges. Key procurement discussions included the Coast Guard's use of nearly $9 billion in reconciliation funding to acquire new cutters, aircraft, technology, and shore infrastructure as part of the Force Design 2028 initiative. The committee addressed delays and cost overruns in major acquisition programs such as the Polar Security Cutter and Offshore Patrol Cutter, as well as the cancellation of contracts for some vessels. The Coast Guard also discussed plans for autonomous maritime systems, shore infrastructure investments including a $300 million project in Alaska, and a $227 million utility improvement project at the Coast Guard Yard. The hearing highlighted the need for consistent and predictable funding to support operations, maintenance, and personnel growth by 15,000 members. Members expressed concern over the backlog of statutorily required reports and the impact of the Department of Homeland Security shutdown on Coast Guard operations. The Coast Guard committed to providing overdue reports and emphasized the importance of sustained capital and operating budgets to meet mission demands and infrastructure needs.
