DOL Establishes Permanent Voluntary Protection Program
March 03, 2026
The Department of Labor (DOL) has enacted the Michael Enzi Voluntary Protection Program Act of 2025, mandating OSHA to establish and permanently fund a voluntary protection program that recognizes employers' commitment to workplace safety and health management systems. OSHA is required to allocate not less than 5% of its annual appropriations to support this program, which includes application processing, self-evaluations, onsite evaluations, and modernization of administrative technology. Participating worksites are exempt from programmed inspections, incentivizing voluntary compliance and safety excellence nationwide.
- Why this matters: Procurement professionals should note the dedicated funding stream from OSHA appropriations, which may lead to new contracts for evaluation services, technology modernization, and program administration.
- The program's permanent funding and exemption from programmed inspections create opportunities for vendors specializing in workplace safety consulting, evaluation technologies, and compliance management systems.
- Organizations supporting federal workplace safety initiatives should prepare for potential solicitations related to program implementation and technology upgrades.
- This development signals a sustained federal commitment to voluntary safety programs, impacting procurement planning within OSHA and related DOL offices.
