Navy Expands Portfolio Acquisition Executives
March 17, 2026
The U.S. Navy has implemented a major acquisition reform by establishing five new Portfolio Acquisition Executive (PAE) organizations, with plans to add an additional three to five PAEs by the end of April 2026. This restructuring consolidates authority and accountability for major weapons and systems portfolios under senior leaders, granting them cradle-to-grave control over acquisition decisions. The reform aligns with the fiscal 2026 National Defense Authorization Act directives and aims to accelerate capability delivery, reduce bureaucracy, and enhance innovation and risk management within the Navy and Marine Corps acquisition processes.
- The PAEs hold comprehensive authorities including contract, technical, lifecycle, sustainment, and planning responsibilities previously held by SYSCOMs, enabling streamlined decision-making.
- Procurement professionals should anticipate changes in acquisition workflows and increased emphasis on speed and operational outcomes in Navy solicitations.
- Contractors may find opportunities to engage with more centralized portfolio leadership, potentially simplifying points of contact and contract management.
- This reform signals a strategic shift toward a warfighting-focused acquisition system designed to better support frontline warfighters and rapidly evolving warfare demands.
No longer will program managers operate in an environment where they control very few of the factors that might influence program success or failure. No longer will we incentivize procedural compliance over speed, innovation, and risk management.
— Vice Adm. Seiko Okano
Within the PAEs toolkit is head of contract authority, most technical authority, life cycle, sustainment, planning. And these are all things that have previously been at the SYSCOM that now the PAE both has the authority to do and is accountable for doing.
— Jason Potter
Every acquisition decision ties directly to deterrence, and if deterrence fails, decisive victory. With the establishment of PAEs, we are instilling a war-fighting mindset to accelerate delivery to the fight.
— John C. Phelan, Secretary of the Navy
