State & Local Meeting
Measure P Subcommittee 02/23/2026
February 23, 2026
The City of San Rafael Measure P Subcommittee convened on February 23, 2026, to discuss the draft program and budget for a new library and community center project funded by Measure P. Griffin Structures, the selected project manager and development team, presented a detailed overview of the proposed 50,000 square foot facility, including interior and exterior program elements, and an initial budget estimate of approximately $105 million. The budget covers construction, site improvements, professional services, furniture, equipment, and contingencies, with considerations for flood plain premiums and prevailing wage requirements. The subcommittee also reviewed project delivery methods, focusing on traditional design-bid-build, traditional design-build, and progressive design-build approaches. The progressive design-build method was highlighted for its potential to attract highly qualified architectural and construction teams and allow for collaborative design within budget constraints. The subcommittee discussed the need for a policy decision on the delivery method by spring 2026, including legal and labor considerations such as adopting a conflict of interest policy and ensuring use of a skilled and trained workforce, likely union labor under a project labor agreement. Community engagement strategies were also considered to gather input on program priorities and design elements. The meeting concluded with plans for further outreach and a follow-up meeting scheduled for June 2, 2026.
