The City of Carmel, Indiana Land Use and Special Studies Committee convened on February 18, 2026, to discuss two major development projects. The first was the Restorcy of Carmel expansion, involving amendments to the existing greenhouse Planned Unit Development (PUD) and a new PUD to allow for two new skilled nursing facility cottages and additional parking. The committee reviewed detailed site plans, drainage and stormwater management proposals including rain gardens and underground detention, and discussed concerns about buffering, fencing materials, and potential future road extensions. The developer committed to dedicating right-of-way and enhancing landscaping buffers. The second project involved a residential development by Pulte Homes, focusing on townhome architecture, site layout, tree preservation, and streetscape improvements. The committee emphasized the importance of high-quality materials, soundproofing, and adequate buffering from nearby roads. Updates to the 31 Overlay Plan were also presented, including strengthened language on PUDs and transition areas to protect residential character. No formal votes were recorded, but the committee requested further detailed renderings and landscaping plans for future meetings, aiming to ensure developments align with community standards and environmental considerations.
