The City of Flint held its 2025 State of the City address on December 10, 2025, where Mayor Sheldon Neely highlighted significant economic and community development progress. Key procurement and budget-related updates included a $1.3 billion economic development pipeline involving public-private partnerships such as the $300 million Flint Commerce Center redevelopment by Ashley Capital and a $50 million investment by Priority Waste in a recycling facility creating 150 local jobs. The city also reported a financial turnaround from a $258 million deficit in 2019 to a $230 million surplus, with six balanced budgets and a pension fund now 64% funded, projected to reach 72% next year. Infrastructure improvements included over 3,100 sidewalk squares replaced, 17 miles of road paved, and a $2 million investment in new equipment for city crews. The city opened a new service center on the North Side generating over $1 million in revenue and partnered with the state to collect local income tax, projecting an additional $3 million annually. Public safety investments included a $1.5 million state grant for police recruitment and retention, $2.8 million for LED street lighting upgrades, and procurement of 40 new vehicles and heavy equipment. The city also leveraged American Rescue Plan funds for housing repairs, including a $5.6 million roof replacement program. Additionally, Flint is developing a regional public safety training facility and expanding community centers and recreational facilities. These efforts reflect a strategic focus on residential, recreational, economic, educational, and safety initiatives to strengthen Flint's future.
