The City Council of Oxnard held a public hearing on March 17, 2026, to discuss the second substantial amendment to the Fiscal Year 2025-26 Annual Action Plan related to federal HUD funding, specifically Community Development Block Grant (CDBG) funds. The amendment proposes reallocating $900,000 from the Cal Geisler Neighborhood Street Resurfacing and ADA Improvement Project to the La Colonia Neighborhood Street Resurfacing and ADA Improvement Project to ensure compliance with HUD's timeliness requirements and reduce the city's unexpended CDBG fund balance below regulatory limits. The La Colonia project had a funding gap due to higher-than-expected bid costs, and the reallocation will help close this gap without impacting the general fund. The council was asked to approve the amendment, authorize budget appropriations, and empower the city manager to execute necessary agreements for implementation.
