House Passes Federal Working Animal Protection Act
March 19, 2026
The U.S. House of Representatives passed H.R. 4638, the Federal Working Animal Protection Act, sponsored by Congressman Ken Calvert, which establishes that assaults against federal law enforcement working animals, such as Customs and Border Patrol detector dogs, are deportable offenses. This legislation aims to enhance protections for these animals by linking harm against them to immigration consequences, reflecting bipartisan support with a 228-190 vote. The House Rules Committee, chaired by Foxx, is actively considering this bill alongside others focused on immigration enforcement and federal regulations related to hunting and ammunition. This legislative action may impact procurement and operational policies involving federal law enforcement animal programs and related security measures.
- Procurement professionals should note potential changes in federal law enforcement animal program requirements and protections that could affect contract terms and compliance obligations.
- Contractors supporting Customs and Border Patrol and other federal agencies with working animal programs may see increased emphasis on animal welfare and security provisions.
- Agencies may require updates to training, handling, and security protocols for working animals, influencing service contracts and operational support.
- This legislation signals a broader federal focus on enforcement and protection policies that could affect procurement planning in law enforcement and homeland security sectors.
I appreciate my House colleagues passing the Federal Working Animal Protection Act and joining me in standing up for our law enforcement animals who help keep Americans safe. Coming to America is a privilege, not a right. Anyone who assaults a law enforcement animal, like Freddie, simply has no place in our country. Animals like Freddie work to keep us safe, so its only right for us to take steps to protect them.
— Rep. Ken Calvert
Harming a law enforcement working animal is appalling and evil. I strongly support streamlining the inadmissibility and removability process for aliens who commit such acts. As a dog lover and someone who adamantly supports the working dogs who have served on the front lines, voting in favor of this legislation was one of the easiest decisions of my congressional career.
