Congress Reauthorizes SBIR and STTR Programs

Congress has passed the Small Business Innovation and Economic Security Act (S. 3971), reauthorizing the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs through fiscal year 2031. This bipartisan legislation restores critical funding after a lapse, providing nearly $6 billion over five years to support small business research and development projects with commercialization potential. The Act introduces enhanced security evaluations, including cybersecurity and foreign risk assessments, and streamlines program administration to accelerate contract execution and innovation adoption. The Department of the Navy is proactively updating its SBIR/STTR programs by establishing a contract center of excellence to improve program execution and increase private capital involvement.
