The City of Woodburn Planning Commission held a meeting on March 12, 2026, to conduct a quasi-judicial public hearing on a land use application package for the proposed WCO grocery store, an 84,073 square foot commercial development east of Stacy Allison Way and west of Evergreen Road. The hearing covered multiple aspects including property line adjustments, design review, street adjustments, and three variances related to electric vehicle charging stations, wall signage, and parking lot lighting. Staff presented detailed site plans, landscaping, transportation impact analysis, and conditions of approval, including an $8.5 million capital improvement project for traffic signals and a traffic circle to mitigate increased traffic. The applicant requested a variance to increase wall signage size for visibility from I-5, which staff recommended denying.
