Rhode Island Expands HealthSource RI Affordability
March 14, 2026
Governor Dan McKee of Rhode Island has announced the Affordability for All proposal to reduce health insurance premiums for individuals and families purchasing coverage through HealthSource RI. This initiative leverages an additional $12 million in federal tax credits and proposes $9.5 million in state budget relief for fiscal year 2027 to target customers earning between 200% and 400% of the federal poverty level. The program aims to reverse recent enrollment declines and stabilize the state's healthcare marketplace by making coverage more affordable and accessible.
- HealthSource RI and the Office of the Health Insurance Commissioner are key state agencies implementing this affordability initiative.
- Procurement professionals should note the increased funding allocations that may lead to expanded contracts or service agreements with healthcare providers and insurers supporting HealthSource RI.
- Contractors and vendors in healthcare IT, insurance administration, and community health services may find new opportunities as the state seeks to enhance enrollment and coverage stability.
- Organizations serving populations within the 200%-400% federal poverty level bracket should evaluate how these funding changes impact demand for health coverage-related services and outreach programs.
The combined impact of the Rhode Island Marketplace Affordability Program proposed in the budget, and the Executive Order announced today would benefit more than 80% of HealthSource RI customers and help preserve our hard-fought low uninsured rate, lending stability to the healthcare system.

In January, Blackstone Valley Community Health Care saw 1,400 patients who lost health insurance coverage through HSRI. This significantly impacts our financial health and ability to continue to serve all our patients.
