Federal Legislation
Congress Enacts California Sequoia Protection Procurement
March 12, 2026
Congress has enacted the Save Our Sequoias Act (H.R. 2709), establishing a federal framework to accelerate protection, restoration, and management of giant sequoia groves in California. The Act authorizes expedited hazardous fuels reduction, reforestation, and emergency response projects with categorical exclusions from certain environmental reviews to speed implementation. It also creates grant programs and a philanthropic fund to support collaborative conservation efforts involving federal, state, tribal, and local entities. Procurement professionals should anticipate new stewardship contracting opportunities and grant awards focused on forest health, wildfire mitigation, and ecosystem restoration across multiple California national forests and monuments.
- The Act enables seven-year emergency authority for projects including mechanical thinning, prescribed burning, insect and disease control, and tree removal under expedited procurement processes
- Collaborative restoration grants will be available to nonprofits, tribal governments, local governments, academic institutions, and private organizations, expanding the pool of eligible contractors and partners
- Procurement teams should prepare for increased demand in forest management services, ecological restoration, and emergency wildfire response capabilities in California
- This legislation signals a federal priority on accelerating wildfire resilience and forest health projects, creating sustained contracting opportunities in natural resources management and environmental services sectors
Government is slow, and wildfire is fast. We need a way to speed up government if we want to protect these trees we love so much.
— Dr. Christy Brigham
Without urgent action, wildfires could eliminate countless more iconic giant sequoias.
— Former Chief of USFS
One hundred human generations can come and go in the lifetime of a giant sequoia... And our work is just beginning.
